Evening. Council officers want Tolworth Close shut at the Broadway end for good, despite most people who responded saying no; councillors decide next Tuesday. A burst main has closed part of Hook Road since Saturday, Ewell Road gets a month of signals from next week, and the Christmas market has dates. Then a dry, sunny half-term and Halloween.
The trial closure where Tolworth Close meets Tolworth Broadway has run since June 2025 and lapses in December unless it is confirmed. The officers' report to the Surbiton Neighbourhood Committee recommends making it permanent. The alternatives are a peak-hours-only restriction enforced by cameras, which the emergency services preferred, or removing it.
Of 176 people who answered the council's two surveys, 137 were against, and 145 of the 165 formal submissions were objections. The council's own counts show peak-hour traffic leaving Ewell Road for the Broadway rose from 100 to 120 vehicles before the trial to 246 to 257 this July. Officers say Ewell Road still copes, though queues are longer, and that most objectors live outside the Close.
The report also proposes a new single yellow line on Raeburn Avenue, between number 52 and Ewell Road, weekdays 7 to 9am and 3 to 6pm, which would go to its own consultation. The committee can pick any of the three options. It meets on Tuesday 3 November at 7.30pm at Glenmore House, The Crescent. Anyone can ask a question in the first 30 minutes, and it is webcast.
Same agenda: the next round of the 20mph review, and £14,000 in community grants across five groups, including Kingston Carers Network.
A burst water main has closed Hook Road between Elm Road and Hunters Road, by Chessington, since Saturday. Thames Water expects to finish on 3 November. Buses 71, 671, N65, 465, 467 and K4 are diverted until at least Friday 6 November and miss the stops between Church Rise and Elmcroft Drive.
SGN's signals by the Maypole are due off tonight, and St Matthew's Avenue is due to reopen tomorrow night. The Maple Road signals are in, with Cadogan Road closed, until 7 November for water and sewer connections to a development. Fullers Way North and Red Lion Road close overnight, 8pm to 5am, Wednesday to Friday for resurfacing.
From Tuesday 3 November, UKPN puts two-way signals on Ewell Road outside Mellish Court, and from Wednesday 4th between Dysart School and Kingsdowne Road, both until 29 November. Ewell Road also closes overnight between Lenelby Road and Beaconsfield Road from 9 to 13 November for resurfacing.
Kingston Christmas Market runs from Thursday 12 November to Sunday 3 January in the Ancient Market Place, 10 to 6 Sunday to Wednesday and 10 to 8 Thursday to Saturday. The fishmonger's fund is at £16,797 from 655 donations.
The Black Lion on Brighton Road has closed for a refurbishment, according to its own Instagram. The Good Life Surbiton says it won't reopen until the new year, and Punch Pubs has advertised a £400,000 investment this autumn.
The neighbour consultation on the 15 flats planned for The Sanctuary, Oak Hill Grove, ends tomorrow; none of the 104 neighbours notified has commented. A three-storey block of six flats has been approved at 276 Hook Road, replacing a bungalow.
