Afternoon. Storm Austen brings heavy rain and gusts up to 48mph on Friday. Kingston Market has partly reopened, the council has refused two applications, and primary half-term starts on Monday. Then the roads and the week.

Friday: Storm Austen

The Met Office has heavy rain in Kingston from midnight to about 1pm on Friday, easing by mid-afternoon, with gusts up to 48mph around 2pm. Its wind warnings cover the south coast and south west, not London or Surrey, but check again on Thursday. Saturday is wet from mid-morning; Sunday is dry but breezy, and half-term turns dry and bright from Tuesday. Tie down bins and garden furniture on Thursday night.

Market part-open, Bargain World not yet

Kingston Market started reopening on Monday with the stalls that escaped the fire; the Evening Standard reported eight trading by Tuesday morning. Traders who lost their stalls are still waiting for temporary pitches, with no date, and pay no fees meanwhile. The uninsured fishmonger's fundraiser stands at £14,274.

Bargain World, expected in the old Poundland on Victoria Road on Monday 19th, still has no word from the company and no new date. The willow near the Co-op at the Ditton Road and Ewell Road junction has come down; The Good Life Surbiton says two or three saplings will replace it.

E-bikes: Anthony wrote in to say Forest's zone now reaches almost to Chessington World of Adventures. Check the app's map before ending a ride down there.

Planning

The council has refused the Fox and Hounds on Portsmouth Road permission to repaint the pub dark red-brown, saying it would harm the conservation area. The mural was refused for lack of detail on design and lighting, so the pub can apply again.

It also refused two houses behind 7 Graham Gardens, off Upper Brighton Road, on seven grounds including scale, privacy and the loss of a protected yew; 13 objections were lodged. The Sanctuary on Oak Hill Grove, back as 15 flats, has had no comments yet from the 104 neighbours notified; they have until next Wednesday, 28 October, to comment.

Roads

UKPN's signals on Hook Road at Vale Road North have been in place since Monday and run to 27 November. SGN's gas repair signals by the Maypole are due to finish on Friday. UKPN's lane closure on Hook Road south of the A3 starts tomorrow and runs to 19 November; the Elmcroft Drive closure in Sunday's issue looks to be the same job.

The Upper Brighton Road signals at Lovelace Gardens are listed until Thursday afternoon and may already be gone. Thames Water has road closures on Manor Crescent and Pine Gardens in Berrylands until Monday 26th, and SGN's closure of St Matthew's Avenue also runs to Monday. From Saturday to 7 November there are council signals on Maple Road and a closure of Cadogan Road.
