Morning. From the end of this month, Surbiton's neighbourhood committee stops deciding planning applications. Then a council motion on roadworks, A3 lane closures and the week.

Planning: who decides

From 31 October, Kingston's neighbourhood committees, Surbiton's included, lose the power to decide planning applications. It's a national change under the Planning and Infrastructure Act 2025. Council officers will decide routine applications and the borough's Planning Committee the larger ones. A smaller application can still go to the Planning Committee if an officer and a councillor both agree it raises a significant local issue.

You can still view and comment on every application. Neighbourhood committees will still be consulted on major schemes, and their chairs and vice-chairs get the right to speak at the Planning Committee. Full Council votes on the matching changes to its constitution next Tuesday, 13 October, at 7.30pm at the Guildhall. The meeting is webcast.

Roadworks on the agenda

At the same meeting, Conservative councillor Ian George will propose that the council explore funding a dedicated officer to manage roadworks, as part of the coming budget. His motion notes the Lane Rental Scheme coming in 2027, but says it will cover only a few of the busiest roads.

Roads

Lamberts Road closes tomorrow, around the clock, until 13 November, for UK Power Networks cabling.

Villiers Avenue in Berrylands has had two-way lights near Cheyne Hill since Friday, for the same kind of cabling. They stay until 4 November.

Portsmouth Road gets a second set of lights outside Marlowe House from Monday 12 to 20 October, for brickwork and root cutting. The set near Uxbridge Road comes down on the 13th.

A3: lane closures on Tolworth Rise South, both directions, between Shannon's flyover and the Tolworth on-slip, overnight from next Monday for four nights, 9pm to 5am (10pm on Thursday).

Buses: both Athelstan Park stops (K1, K4) are closed until 6pm on Saturday.
